Vice Minister Yu Kangzhen Visits Inner Mongolia, Heilongjiang and Jilin to Carry out Supervision on African Swine Fever Prevention and Control

In order to implement the requirements by Special Meeting on African Swine Fever (ASF) Prevention and Control of the State Council , the Ministry of Agriculture and Rural Affairs, together with the Ministry of Public Security and the National Health Commission, formed the first joint inspection group to carry out supervision on ASF prevention and control in Inner Mongolia Autonomous Region, Heilongjiang and Jilin provinces from September 18 to 21. Vice Minister Yu Kangzhen, head of the inspection group, stressed that local governments should resolutely implement the decision and deployment of the Central Committee of the Communist Party of China and the State Council, adhere to combining disease prevention and control with production supply, strengthen ideological understanding, clarify responsibilities of authorities at different levels and implement the measures on ASF prevention and control to specific farm, village, household and individual person.

The joint inspection group has successively inspected the implementation of prevention and control measures in some key places such as border ports along the Sino-Russian border, animal health inspection checkpoints on expressways, harmless treatment plants and breeding farms, and has given feedback to the people's governments of the three provinces (autonomous regions). On September 20, the day of the outbreak in Gong Zhuling, Jilin province, the joint inspection group headed by Yu rushed to the site and guided the work of epidemic disposal. According to his requirements, once an epidemic situation occurs, measures such as blockade and culling must be taken immediately and emergency response be launched strictly in order to completely eliminate the epidemic disease within a short period of time, wipe out epidemic spots, and resolutely prevent the epidemic situation from spreading. He pointed out that local authorities should earnestly implement the apanage management by local governments, departmental supervision and producers and operators’ responsibilities for epidemic prevention, take effective measures to completely prohibit the phenomena of diminishing the burden of responsibilities during its transmission among different levels. If the implementation of prevention and control measures does not reach designated goals, accountabilities of various parties involved shall be censured seriously, so as to conscientiously safeguard the safe production of breeding industry and ensure market supply of live pig products and social stability.
